Is this a bug? (session lengths, undeletable ruler events)

PT7.3.1cs3--Dual G5 2.0--HD Accel 2 plus 1 Process card--96 Interface Start with new session. Import session data--just 1 track with playlists including tempo and markers. I get the track starting at bar 1, except for 2000 negative bars at the beginning. I delete all that time and reset the starting bar. Now it starts in the right place, but there's 2000 bars to the right. I select everything to the right (using "All" group) and clear everything using delete and clear automation commands. Including all marker, tempo, key change, meter, etc. tracks. What happens is there's a meter event that I can't delete at the place where the song started when I originally did the import. Option-clicking on it does nothing. So I'm stuck with having to navigate in the left 1 percent of a 2000 bar session. Is there some step I'm missing?

Honestly, the other issue here, which I'm sure is related, is the uneven-ness in where the imported data is showing up. Regardless of the ruler data issue, I've also imported regions in a playlist that show up at some far off point in the sequence, like bar 2000, when they're really at bar 1 in the sequence I'm importing from. There's some science of relative start points that I'm sure I'm not getting, here. This meter marker that I can't delete is the same one that appears at the beginning of every sequence that you can normally change the values of in the transport window. It's just not moving with everything else when I change the start point of the session or delete a bunch of empty bars to the left. If I chose to import tempo map and markers in the import session dialog, I get this ruler point along with everything else. But it seems like it's set in stone when I'm trying to change the start point parameters for the session.
