Pencil tool is for copying items. I can't get used to it. And double click seems logical and intuitive, and won't harm anyone, especially if it's optional. Also I think it would be great, to assign double click to create everything new in REAPER: - double click to create a new track (already exists) - double click to create a new item (MIDI/empty/open import dialog or media browser - customizible) - double click to add new FX in FX chain window - double click on envelope to add new point (!) - double click to create a new note in MIDI editor (already exists) - double click to create a marker (!) - what else? Just imagine this and tell what do you think. May be it's worth to create a new feature request :)
... not just for copying: if you have not selected a clip it draws an empty MIDI clip. I dislike double-clicks - I would much prefer an alternative, e.g. Alt+click

Double clicks make the most sense where you can't make a mistake. On envelopes that is not the case. On the TCP where you create a track with a double click it does. It's not just what we're used to, but also what works best from a usability point of view. "I like it that way" is not an argument but one bit of feedback.

Ok. The point is that it's not always practical to use Ctrl, Shift, Alt modifiers. Sometimes my left hand is playing some notes or tweaking some knobs, while I still want to tweak something in REAPER with mouse. So double click is a great shortcut. And it is somewhat underused in REAPER. I don't mean to change current behavior. I mean to add double click shortcuts for some actions (creating new things seems to be most intuitive).
